August 17, 2022 Special Meeting of the Woodcreek City Council

Item 1: Council discussed necessary changes to the tax rates being considered as tax rate information from the Hays County Tax Accessor/Collector had been received. Council voted to proceed with the M&0 rate previously discussed of .1152, but new information about the debt service rate brought it down to .0687. This brings the new total overall rate for 2022-2023 being proposed to .1839. All Councilmembers voted aye to proceed with these proposed rates to the public hearing. The 2021-2022 rate was .2071. Public notices will go out soon and the public hearing has been scheduled . This was NOT the final vote on the tax rate; that will occur after the public notice and hearing (see item 3 for date, time, and location). 

Item 2: All members of the Woodcreek City Council voted to proceed with a Bond Election on November 8th for a 2-cent debt service tax rate increase not to exceed $3,495,000 for street improvements. If passed in the election and issued immediately, the change to the debt service rate would be an increase of two cents to .0885 from .0687. The total tax rate with M&O would still be lower than the total rate of .2071 levied in 2021-2022. And would return the debt service rate to less than that of 2019. The City’s Bond Counsel was present at the meeting. Item 3: The Public Hearing for the 2022-2023 tax rate and budget will be held on August 31st at 2:00 p.m. at the Woodcreek City Hall.
