City Council meeting recaps are unofficial summaries of Council meetings. They are not minutes of the meetings, which can be found on the city's website along with video recordings of the meetings. The recaps have been very popular with citizens – they contain more information than official minutes and are less time consuming than watching the videos. Councilmember Debra Hines has generously given her time to produce the recaps since taking office in 2021.

October 11th 2023 Regular Council Meeting

Mayor Rasco thanked Mayor Pro Tem Pulley for his assistance and role in taking on the Mayoral duties while Mayor Rasco was out of the country.

Consent Agenda: passed unanimously. Items 2 & 3 were pulled as non-substantive errors were discovered that needed to be changed. Staff will bring those back to the Mayor for signature once corrections are made. Councilmember Bailey noted an error in the balance sheet and plans to get with City Manager Rule on the issue.

Reports: Mayor Rasco gave an update from legal Counsel on the reports section of Council agendas stating that in the future these need to have more details and be itemized. Council will use the agenda submission form to add a report and provide details in the item summary section. Reports will typically occur on the second meeting per month.

New Business:

Item 7: City Manager Rule received the requested documentation such as address ranges and speed cushion types from Mayor Pro Tem Pulley. These details will be added into the Request for Proposal (RFP) seeking an engineering judgment on five speed cushions to be placed on Woodcreek Drive (two) Brookhollow (two), and Augusta Drive (one). Exact locations will be subject to the engineering determination. Council has simply made suggestions for consideration. Councilmember Bailey expressed her concern about the speed cushion suggested for placement near the playground on Brookhollow stating she did not feel this was an appropriate location. Mayor Rasco stressed that the engineers will make the final determination and we have a real need to slow people down on the newly paved streets. Mayor Pro Tem Pulley withdrew his original motion as it is understood by staff at this time that the RFP will proceed as discussed.

Item 8: Council discussed the need for a Request for Qualifications (RFQ) for general engineering. Councilmember Hines reminded Council and staff that there is a standing order for this pending and no further action would be needed at this time. Discussion on this item centered around the need to find a smaller firm that is more oriented towards meeting the budgetary constraints and limited needs of a smaller general law City. City Manager Rule reminded Council that the Deerfield project, due to the pending Grant application and possible subsequent approval, would have its own engineers and team dedicated to that project as part of the grant process. That project would not be under the purview of anyone the City hired through RFQ for general engineering. This would cover permit review, other day-to-day business, possible additional traffic calming measures, and on-going drainage projects throughout the City. It was acknowledged that we appreciated K.Friese’s assistance with construction of the new roads.
